Is it normal for puppies to start walking before they opened their eyes?

How to get my puppies to walk on a lead?

One 0f them just sits there and won’t walk the other 1 poops and wets herself when the lead goes on then cries and won’t walk on the lead.
They are both 4 months old. and Jack Russell’s.
What can I do??
Neither 0f them mind wearing a collar, it is always on them.
I should clarify that they are retractable leashes if that makes any differences.
